The Marxist and broader anti-capitalist conspiracy theory believes the government and big institutions manipulate the economy to maintain a high rate of poor citizens. Even though this claim is said to have no basis, there are so many reasons why the government would want a high rate of masses in poverty.
Control: The government and big institutions will certainly believe they'll have more control over the people if they rely on them for survival. They know people would actually gain power if they're financially stable compared to when they're poor and dependent.
Cheap labor: If there's a high rate of poverty and unemployed citizens, the competition for jobs would be high and people would likely accept cheap payments for labor while the businesses make huge profits. I've actually seen this happen—people accepting cheap payments for survival and not profit.

- Dependence: The government would likely love to see the people depend on them, while they use them in return for their benefits. This is common during elections. Poverty has been weaponized to buy people's votes. A sack of salt alone can alter one's will to vote right, and this is what government and big institutions want—poverty used as a weapon.
The Way Forward
Even though certain governments try to provide basic amenities to people like schools, good roads, electricity, water, etc., individuals should be able to take 100% responsibility for their future instead of relying on government. The government can't solve all our needs; we should rise and make a deliberate decision to create wealth. Only then will we gain the freedom to make our own choices.
