how to create a custom start layout in windows 10 1703?
1) create your customizes start layout.
2) export your start layout with powershell
Export-StartLayout –path <path><file name>.xml
3) edit your startlayout.xml and add the follwing line
<DefaultLayoutOverride LayoutCustomizationRestrictionType="OnlySpecifiedGroups">
4) Deploy your startlayout.xml with group policy
[User Configuration] - Administrative Templates - Start Menu and Taskbar - Start Layout
