This is the second generation of the famous German CPU overclocking tool Delid Die Mate designed by der8bauer and sold by caseking.de for removing the integrated head spreader from Intel CPUs.
Removing the head spreader and replacing the thermal interface material with a more premium thermal paste like "liquid metal" allows for a temperature reduction of the CPU silicon by 10 to 20 degrees C and higher OC clock speeds.
