Science Challenge # 4 - Can you solve this computer logic?

To add on to the lazy Sunday, I have created this science challenge to soften the Saturdays also. Interested in the challenge? Why not check out if you have the knowledge to win the prize.
Can you solve this computer logic?
A - $initialValue = 10, 3 loops
B - $initialValue = 9, 2 loops
C - $initialValue = 12, 3 loops
D - The program will crash
This piece of coding has been written by me using PHP language. Basically the logic would have been the same in any programming language so don't fear the syntax!
