encoding with -crf 22 and -b:v 0.35M
constant rate factor = crf set to 22 for smaller size but lower quality
-b:v is video bitrate. lowered it to 0.35M = 350 KBPKS - it reduces the amount of data used per second of video. it impacts the file size.
