Phishing For Fasc?

The Summer 2019 edition of 2600 provided me with a lot of useful material. One article from this hacker's journal concerned "Blast Accusations for Cybersecurity Intel."

The article detailed how a cyber investigation group, in possession of a list of potential criminals, might send e-mails accusing them of a crime to either get the guilty to come forward or to see if they start deleting records or files . These letters can take on many forms; the article mentions them looking like they are coming from law enforcement and including directions on what the target is to do.

What I wonder is if a similar tactic might be applicable to fascists, etc. OSINT research could create a list of suspects,and a message claiming to be from the local police or even the FBI, complete with letterheads, could be sent to the targets. Responses would indicate a hit, and that further intelligence should be gathered. A link to a website could provide addresses and phone numbers that would be useful in a doxxing.

The article mentions legal concerns. But the anti-fascist activists who would sending the blast messages I am thinking about would be concerned with functionality. Who would the best targets for this campaign be? This would not work well on the higher ranking members of a fascist organization, but it may be a way to get at some lower-hanging fruit.

The article mentions the blast accusation may be a way to gather initial intelligence and act as a deterrent for cybercriminals. Might the same apply to fasc?
