조직에서의 지휘와 통솔에 의한 업무수행은 상하관계가 아닌 역할의 분담에 따른 행위일 뿐인데 명령과 복종으로 굳어진 관습을 제자리로 돌리는데는 많은 시간과 노력이 필요한 것 같다.
