Jaggery is a traditional cane sugar consumed in Asia, Africa and some countries in the Americas.
It has been a traditional every day sugar in Pakistan but it was well before the production of sugar at an industrial level. Jaggery is only made, now, if either the maker has taste for it, or some tasteful customer has ordered for it.
