New Technology and Other Nations 'Full Access'

One thing I am noticing while looking up conferences and events regarding new technology,(Web3, Blockchain, Generative A.I. ETC,) is that they are being hosted in Nations that have a more relaxed regulation on the subject. It makes sense, they have the opportunity to benefit the most from utilizing these new technologies and the access to them is easily achieved with a smart phone and internet connectivity.

The thought that came to my mind was if current governments placed a heavy restriction or inhibited the access/utilization to/of these technologies then that would get rid of the point of using them and ultimately make all of the progress that businesses, creators, lawyers, innovators, and growth in many other sectors a non-event.

Of course the workaround to all of that would be to move to these nations and countries that are (currently) allowing full reign over the New Technologies and growing from there. Having utilization of the technology as a whole would be quite impressive and the limits would only be hindered by what I am capable of.

Though these are just the thoughts that come to me. There's no telling what or how the current governments will handle this technology or even if they will restrict it to that point. The companies and developers have invested quite a lot of resources in the technology and to throw that all away would be a huge waste.
