close the utopian leak

The current situation

Utopian is very strictly at what they support. For example if you would like to write a tutorial about HTML / CSS, there is no repo on GitHub to reference to. I saw some php tutorials with referenced PHP GitHub repo, but they were all declined.

What we plan to do

In my opinionen, that's only one part of the cake. We need to help developers. They deserve some rewards.
I am planning a new steem community, that support developers on forums. First of all we should start with Stackoverflow. Because there we got already an existing reputation system.

The algorithm

So I would say we take the votes from there on the questions and on the answers. Also we should look at the comments on posts, maybe how much 'thank you' they received or stuff like that.
Those things comined in an algorithm would be a great start. It also decides how many steem power will been rewareded to the user.
For doing so, we could use my witness server, because I am currently setting up an witness server and I could give a bit of steem power from there.
