Decentralized Crypto with fraud alert?

Is this possible? A decentralized crypto that has password recovery and fraud detection? Like when your credit card gets jacked?
Discover called me up and was like, "Hey bro, did you spend a few hundred dollars on Subway? in "insert random state".
Me, "the hell, no way man. Never been to (insert state here). And who spends hundreds of dollars at subway???"
I assumed it was in gift cards and not footlongs but hell, I was impressed by the phone call.

Anyway, is it possible to have account recovery with some sort of fraud recovery system with a decentralized system?
