Steem power?? 🤨

I’m getting confused I cannot even like or comment on stuff it keeps telling me that I have no steem power? How am I supposed to get into the community or actually do something in this place? Why does it seem overly complicated? My second post I had to power up and could do so only because a couple people like my post but this is really discouraging do I need to top up every single time I want to be active in here or what?
