Export the Dragon
Honestly, why is it that everyone makes proclamations about rulers? They're just people who sometimes forget to put a spoon in the fridge. I can imagine if a ruler is actually a dragon, and we just "export the dragon" to whichever city needs it. The dragon wouldn't really be asking for much, it would just want some hot tea and maybe a cute cat to keep it company.
The funny thing is that if the ruler were a dragon, politics would be much easier. Want to pass a law? Get the dragon to just breathe on all other proposals, and poof—they're gone. Need to hold a meeting? Get the dragon to puff some smoke in the shape of charts. At times, I think the reason that governments are all messy is not the system but rather that we have never figured out how to "export the dragon."
But if the dragon ruler woke up on the wrong side one day, look out! Ice cream will suddenly disappear from town, or office chairs will become unbearably hot to sit on. But that's the fun, right? As the world turns absurd, other things make sense because everyone stitches their attention to the dragon and how to cheer it up.
What I am saying is that I wish it could happen that we send the dragon some of the time and see how it goes. It is more fun, though, sometimes it makes the government really need some dragon therapy, and suddenly everyone's life becomes really hilarious without all those long, boring meetings.
