在通过中继链保障网络安全之后，项目方通过竞拍的方式获得平行链的资源使用权，但由于项目方需要持有非常多的DOT/KSM才有可能竞选成功，这对绝大部分项目而言是不切实际的，因此波卡提供了一种叫做众贷（Crowdloan）的机制，借助这个机制，项目方可以从用户手中募集DOT/KSM来参与平行链资源的竞争，这样一来就大大降低了平行链竞选的门槛。

对于波卡的底层架构而言，无论是中继链的共识安全，还是平行链的资源使用，都对其平台币DOT有一定的质押需求，两种需求都会同时锁定DOT的流动性。
