Please help . Spammer attacks with downvotes

seems to be waiting that I write something and zack .. he downvotes .. not very strong but he does .. so how to stop him ?
There was a group on Steemit helping in such a case .. they group-downvoted such a criminal so massivly that he nearly disappeared ..
Is there something similar on Hive ?
Or any other chance to get rid of him or punish him ?
