One of the hints is:
"Some Summoners buff the stats of your team, and others debuff the stats of your enemy's team."
But by reverse speed you can also say:
"Some Summoners debuff the stats of your team, and others buff the stats of your enemy's team."
This is their to 100% true if you use Pyre or Neb Seni.
