PROBLEM REACTION SOLUTION - BAR K DOG BAR :) WTF?

BARKING - MAD! Dogs are not allowed on patio's outside of bars, cafe's and restaurants in Kansas City.
So lets get this straight, something as simple as a dog, on a leash, outside of a premises, is snarled upon?
