Ok so I have a question or two about this.

Can you imagine how much space 40,000 of these devices would actually take up? It begs the question just how we can even store these damn things. 40,000 is a pretty big number.

Also, do we even have enough people with the skill to actually use 40,000 of these things? A lot of the people with the skill to use these things are going to themselves get infected. Thus you can expect even lower numbers of those people during the height of this pandemic. It also indicates that they are expecting 40,000 people to need these at any one given moment. That's a metric fuckton of people in serious and critical condition...
