Buick dealers have said no to making the investment into their operations as per GM requirements. They will, instead, opt to take a buyout.
On the surface, this looks like a loss for GM. However, the conversion to EV is one of the trends in automotive. Another is the direct to consumer. This is where the elimination of these dealerships could benefit GM in the long run. It can now, if desired, go direct in these markets.
