Is it okay for a dapp to be partially centralized, and if so, why?
We are in a transition where we are going from a mostly centralized world to one where the prospects exist for something to be decentralized.
In the meantime, some centralization is required because people cannot handle the total freedom AND responsibility that comes from decentralization. Too many want to turn to big brother when things get rough.
The ultimate goal is for total decentralization, something that will take a while to get there. Technology often outpaces people's ability to embrace it.
Strange as it sounds, the world is not ready for full blown decentralization just yet.
