More DHEDGE App Work and New Delegation Pool Added

Pools are starting to see some use, everything seems to be working nicely.

Started on the swap section yesterday, rates are now displayed. The swap backend has been in use and working for months now. Still working on getting swapping from the app in there. Can't wait for curation from those delegation pools to start filling this up.

Started on a Report Abuse section. Fighting abuse is important, and DHEDGE will have a fair way to do that. Backend work on this is going to take some time, so I have no clue how long until this will come online, but it will come.

A new delegation pool has been added. I noticed a lot of users using #cent, so the cent delegation pool has been added to boost upvotes and fuel swaps. Delegate your CENT to @dhedge.cent today.

Since the pool is new, it's starting balance is low. However it is already starting to gain via it's share from @dhedge.bonus.

Still lots of work to go, but the app is coming along nicely. Get in now while the gettin's good.
