Are Standards Enough for Vehicular Security?

Standards in security such as for AES are touted as examples whereby the community has come together to propose and implement meaningful security standards. However, as we enter the age of Internet of Vehicles how much more of effective standards can we really expect to see?

Who will holds the manufacturers feet to the fire? The "how" of self-driving vehicles is still being developed, let alone trying to define security protocols and standards. Furthermore, how to ensure formal verification of the standard and implementation? What happens when the implementation needs to be upgraded?

There are many pressing questions with the Internet of Vehicles. Progress will need to be made quickly rather than slowly.
