Temporary Mute of @no-advice

I have had a discussion with @no-advice in which he has agreed to be temporarily muted. The problem we have with the current solution of him just voting quality POB content is that he was not really prepared to do that with his account for a month. He would have to change his voting strategies to be totally for POB which is actually more of a problem for him than being muted on proofofbrain.io temporarily.

@no-advice will be unmuted after he has powered down and returned the 32k POB from the big payout. This is not a punishment to him, but something we agreed on as a solution to the current scenario. All of this has been decided in good spirits, voluntarily working to come up with the best solution to the problem.

Thanks to @themarkymark for making me reconsider this solution after I had ruled it out. This really is the easiest way to move forward and accomplish everything we want to.
