Polluted Rivers - 2 Different Situations

It's so odd that people have thrown the old economy under the bus while things like this have existed much longer than oil production.

The petrochemicals can be filtered from the water, the oil companies have bad compliance records, but it is possible for them to clean up and they have the budget to afford the clean up.

I wonder if these textile companies can afford to independently clean up the river in the video?
