Modern Imperialism

Just like in the times of Julius Caesar, the sons and daughters of the local elite are being brought to Rome to study the Roman ways. This education changes their style of thinking, and they are later sent back to occupy influential positions in their own countries. They focus on the values of Rome instead of their own people, not realizing they have become willing agents of Rome, often at the expense of their own country's interests.
