You get it for free. So it is for certain not a scam.
But InitiativeQ is just a shitcoin. When it goes live everyone will probably dump their positions on the market and cash out. At least that's what you do when you have some brains. Those free airdrop type of coins are worth shit. There is nothing special about it, what is the competitive advantage?
It's just a quick money grab, not something investment worthy.
