SwiftCash Proposal - STEEM TIPS

As discussed on discord, plan is to write a bot to tip 100 SWIFT to a random hot post every hour. The tips will be sent from @swiftcash via the @swiftbot. The idea is to grab the attention of active users on the platform and bring awareness to the project.

I propose that we test this idea in the first month and then we can decide whether we should continue or not, very much like the mobile mining idea via discord. I'll write the bot as part of my job and for my own salary, I will submit a separate proposal.
