In Claire's Scenario, you can get from cop car in the basement parking lot. It has plentiful bullets.
JMB is one of OP pistols in RE2. It has Laser Sight, having an effect on keeping aim point all the time. In RE2, on aim point is narrowest, the fire power, accuracy rate, and crtic rate are increasing but when moving, the point is lessened. However, JMB doesn't have the penalty on moving.
On the other hand, in 2nd Scenario, it's seldom to use because of Quickdraw Army.
