Nuclear Engineering Paper in 2000: 'Itonic' Clusters and Potential New Physics

This is a very interesting paper from 2000, 21 years ago, by Takaaki Matsumoto from the Department of Nuclear Engineering at Hokkaido University. The paper casually claims of discovering a new state of atomic clusters formed from the bunching of electric discharges into a network of strongly linked and compressed electrons. Matsumoto calls these clusters "Itonic Clusters" and states that Electro-Nuclear Reactions were observed as well; in other words, Low Energy Nuclear Reactions (LENR) also known as Cold Fusion.

These itonic clusters are said to resemble the phenomenon of "Ball Lightning" and were previously referred to as "Micro Ball Lightning". Matsumoto hypothesizes that "new physics" can be discovered by accelerating these bunched up electrons (or even protons) using a Linear Particle Accelerator (LINAC). Sounds like I need to do some experimenting!
