Pure water is not a good electric conductor - whereas tap water is
Water is the best known solvent and it normally has plenty of all kinds of impurities dissolved in it. When all impurities such as salts and metal ions, in water are removed, what is left is just H2O. When you pass a current through water some dissociation into H+ and OH- happens but not very much.
