{Steemit} Advertising on Steemit?

What is that banner at the top of the screen, offering advertising space?

I even understand the need to monetize a business, but this banner there, empty, offering space, reminds me of the internet back in the year 2000.

Does anyone know what this is about? What lies behind it?
