Solve pedestrian needs and built environments locally. Large complex federal controlled funding and project management limitations mean you never get the small scale required projects that pedestrians need. The funds and effort are scoped to the large motorist centric projects. It does not matter if this is the intent or not, it is what happens

Limit control of your built environment by taking your rights back from the federal government and return the power to your state. then once that is settled begin looking to strip power from your state government and return more autonomy to your local government.

Pay for what you can afford. That naturally leads to pedestrian friendly built environments. Place that are scaled to non subsidized growth are closer together, hence walk and bicycle capable.
