WHO DO WE REALLY BLAME? (Harmful consumables)

They say "smokers are liable to die young."
They also say "if you drive, don't drink; if you drink, don't drive."

Its been proven by all measures that smoking(marijuana/tobacco) and drinking of alcohol is harmful to our health/wellbeing. But innumerable varieties of these substances flood our markets everyday. As a matter of fact, its a global multi billion dollar enterprise that pays everybody(the producers, the government, the vendors and the marketers) except the consumers.

Now, if everybody gains(from making something harmful to continue thriving without restriction) except the final consumer(the final victim), who do we really blame for this anomaly?
