What's the point of a "democratic civilian government" when they can do absolutely nothing while the whole military just "choose to disobey"(which is technically not a rebellion)?
And that's why I believe early 20th Century Japan can be perfectly compared to the early-Worp Klingon Empire from Star Trek prequel-lore(inferred from Star Trek: Enterprise), where a rapidly developing civil society is slowly taken over by a warrior class which in few decades transform their whole culture.
