Opinião impopular.
Eu seria plenamente a favor dessa proposta tantas vezes mencionada se não fosse esse pequeno porém: Uma porcentagem mínima acabaria indo para os programas sociais enquanto que a maioria seria desviada pela máquina burocrática estatal para os bolsos de todos os envolvidos na cadeia administrativa com uma merreca chegando ao destino final para cada bilhão arrecadado.
