놀라운 대목은 한 가지 더 있다. “근로자의 단결, 단체교섭과 단체행동의 자유는 법률의 범위 내에서 보장된다. 영리를 목적으로 하는 사기업에서는 근로자는 법률이 정하는 바에 의하여 이익의 분배에 균점할 권리가 있다.”라고 규정한 제헌헌법 18조다. 노동자들에게 월급만 주는 게 아니라 기업 이윤 가운데 일부를 떼 주라는 것이다.
