Welcome Messages for new Users

I created a new feature for our new STEEMPUNK-NET Discord Bot.
In addition, the Bot is now completely open source and freely accessible.

If a new user appears in the discord he should get a message with all important links.
New players didn't know how to start and didn't have immediate help.

We needed a welcome message with all important informations, like this:

Welcome to STEEMPUNK-NET @[user].
The Ultima Corporation is pleased to welcome you.

Like all new fighters you get your starter package in the form of some important links.
