On PeakD Publish you can select Advanced settings next to the Topics field, which will look like this.
100% of the Rewards go to the Curators who vote
When you decline payouts you are saying No to author rewards. You will not recieve any payout unless you also vote on the post. Then in that instance you will just be a Curator, voting on the declined payout post.
If you know any other information about Hive v.24 with regards to declining posts, please share below.

It also appears you can select;
to Donate to the Hive Fund,
to Burn your rewards tokens ( reducing the supply) ,
to use something called 
or simply choose between 100% hive power or a 50%/50% [HBD/Hive] payout.
Half the rewards will be in Hive Dollars and the other half in Hive Power.
