Witness Ideas Moving Forward

I think it is a good idea to make sure that our witnesses have a concise plan on how to prevent these shenanigans going forward.

Once we win the witness vote war our primary concern should be keeping the integrity of the chain. So we really need to rework witnesses. These ideas all work together and are a hodgepodge of other ideas I have seen before.

1. Increase the number of witnesses to 30. More witnesses mean it is more decentralized, and hard to fully take over. This should be a no brainer.
2. Limit the number of witnesses one can vote for to 10. This will keep people from splitting their votes too much. They would literally have to split them between 3 accounts to vote all 30 witnesses up.
3. Keep our 13 week power down. We have proven that this is necessary to keep exchanges in check.
4. Add an additional witness Vote Power Up time period. So for post and comment votes it should remain as is, but an additional timer of a 7 day power up for voting on witnesses to work should be added. This prevents people from ninja powering down, transferring out and voting people up.

I think if we implement these things we can protect ourselves moving forward.
