EOS in space conspiracy?

Everything EOS is a great show, that always provides good background inf on well- everything EOS.

In their last airing Zack and Gall discuss EOS governance in connection with Stan's BEOS satellite project.

According to what they call their "conspiracy theory" the draw a connection with Dan's and BB's June announcement are in connection with Stan's Beos project, part of which is the establishment of a network of blockchain nodes of satellites, which are also open to other blockchains, and dapps can choose the jurisdiction for their apps but potentially are beyond reach of governments at all.
They presented it as a - hypothetical - solution for EOS governance challenge in regards to national policies.
It sounded to me as it could render an UNCITRAL conform solution unnecessary.
