I do not think that the reason for the low crime rate in the countries is secularism.
In my opinion, the crime rate in some countries is low because the quality of moral education is high.
If a person knows that the behavior is wrong, they will most likely not do it.
A person with a good moral education (no matter what his religion is) will not commit crimes.
whether he lives in a religious, theographic country, or he lives in a secular country.
Management style doesn't matter.
Whether or not crime rates are high in a country depends on the kind of education they receive at a young age, in the "family", which is the building block of that society.
