Solution to COPPA Idea (YouTube COPPAcalypse FTC)

I have an idea for a possible solution to the FTC COPPA problem that is plaguing YouTube and content creators right now. The idea originated from information I learnt from some YouTube lawyers (Shout out to Hoeg Law and Ian Corzine) and on top of what I learnt, with my additional idea, I think we could have a solution if YouTube were willing to take that route.
