This is a cop with a Punisher logo on his phone who is checking his phone while kids were being shot and killed.
This is an operative of the state who already had his gun drawn while children were being murdered and decided to check his phone rather than engage the attacker.
This is a person who joined the force that kept armed citizens from saving their kids while douchebags like this hung out and did nothing.
FUCK THE GOVERNMENT.

It confirms what everyone suspected, which is that they stood there doing nothing.

It actually shows them NOT responding 3 minutes later. And continuing to not respond for the next hour or so.
