From the process that was laid out for me, the US Secretary of State is the one who must receive a REGISTERED copy of the notarized affidavit. Sending to local state secretary, US president and attorney general, I am told, may serve as proof of intent down the line. The extras were sent with CERTIFIED mail.

Now, to wait for received receipts!
